There&#039;s water on the land side of the flood wall west of the pedestrian bridge.  The river looks a foot short of the wall under that wsame bridge, but clearly the water has gotten through.  

Down near the Second Street bridge, it&#039;s completely flooded...

...and it&#039;s raining.

So, I guess I&#039;m suggesting that it&#039;s too early to shut down your &quot;contest&quot;.</description>
