I don&#039;t see why M.S. 465.719 would apply here, regardless of NTV&#039;s status as an &quot;independent non-profit corporation.&quot;

The statute doesn&#039;t disallow a city from having a contract to fund a non-profit.

The statute does apply to corporations created by the city and to non-profit corporations created to raise funds for use by the city.  So unless the city created NTV, or NTV was created to raise money for the city, the statute doesn&#039;t apply.  I don&#039;t think either is the case here.

The statute was enacted in 1999.  The 2000 changes still only apply to corporations created by political subdivisions.

So, I guess NTV must have been created by the city, and in 2003 they went independent so the city could avoid filing a resolution with the secretary of state.</description>
